DepEd Ecija conducts FMOM roll out
The Schools Division of Nueva Ecija conducted the Financial Management Operation Manual (FMOM) roll out for non-implementing units spearheaded by the division accountant Marah Manahan-Pacson at Subic Bay Exhibition and Convention Center, Subic Bay Gateway Park, Subic Bay Freeport Zone, Zambales last October 9-17, 2017.
DepEd central office downloaded funds to support the roll out project attended by 2,028 participants which were divided into three (3) batches that include school heads, bookkeepers, Bids and Awards Committee (BAC) chairman and members, and disbursing officers.
Done to improve financial management, several speakers shared their expertise on the roll out.
Division accountant Marah Pacson gave an overview of FMOM uses of Maintenance and Other Operating Expenses (MOOE), and provident fund. Pacson emphasized that FMOM includes the systems and procedures of financial operation and other related management practices to be observed by the DepEd implementing units (Central office (CO), Regional Office (RO), Division Office (DO) and schools) and non-implementing units.
Also, the division accountant stressed that FMOM adapted the existing government standards, rules and regulations as provided by Commision on Audit (COA), Department of Budget and Management (DBM), Bureau of Treasury (BTr) and other government regulatory bodies.
Lourdes Fraile, Eleonor Manibog, and Ma. Leah Aylin Antonino gave an overview on financial management and School Improvement Plan/ Annual Implementation Plan (SIP/AIP); Alvin Lingad talked about school planning and budgeting; and Glacie Beltran discussed cashiering and disbursement, respectively.
Meanwhile, Marijane Bautista lectured on accounting and recording; Antonio Aquero and Marc Jon Flores talked about procurement; Marlet Santos discussed asset management and Physical and financial reporting ; and, Hermogenes Camangeg presented liquidation process.
Graced by the Schools Division Superintendent Ronaldo A. Pozon, CESO V and Asst. Schools Division Superintendent Ericson Sabacan, the roll out aimed the trainees to attain the following:
1.Apply governing principles, policies and specific procedures and other factors to be considered in the procurement process as stipulated in RA 9184;
2.Understands the basic flow and funds to and from different sources (DBM, Btr, CO, RO, DO and schools including foreign assisted projects);
3.To improve school performance and to equip the school head with at least minimum knowledge about concepts, methods and procedures of a simplified fund management system;
4.Enhance knowledge and skills on the content and process on preparation of liquidation reports;
5.Learn other management practice to be applied consistently throughout the department ensuring the quality, the completeness and timeliness in submission of liquidation reports; and,
6.Encourage community stakeholders at the school level in understanding basic fund management and operations in the government.
With 153 participants, the Schools Division of Nueva Ecija already conducted the division-based FMOM roll out for implementing units held at Harvest Hotel, Cabanatuan City on August 29-31, 2017.
